  • Allowed each province and territory to introduce a regulated local sports betting industry made up of private operators.
  • Gave the provinces and territories control over matters such as licensing and taxation.

Single-Game Betting in Canada: Bill C-218

Anyone interested in sports betting in Canada had two clear options prior to 2021: place parlay bets with three or more legs at local sportsbooks controlled by the provincial or territorial governments; or visit an offshore sportsbook to enjoy single-game sports betting. Parlays are notoriously difficult, as they require you to make multiple correct predictions on different sporting events. If one pick loses, the entire bet fails.

For that reason, most Canadians preferred to use sportsbooks based abroad. The Canadian government was happy to allow that activity for many years, but it was not receiving any tax income. It estimated that sports fans were spending $10 billion each year at overseas sportsbooks.

This law hands individual provinces the power to introduce single-game sports betting. They have all taken advantage of this at their lottery-run betting sites and/or retail sports betting venues.
